International fashion designer Cary Santiago says he’ll embellish it with crystals as part of the governor’s role as “Goddess of the Sea” when she performs with Bantayan’s Palawod contingent.

This will be the 4th time the governor will perform in the Sinulog Grand Finale. Every year, since the governor’s first performance in the Sinulog Festival, everyone has come to look forward to the presence of two of Cebu’s high-profile women - the Cebu City first lady Margot Osmeña and the governor herself, Gwen Garcia.
